I have actually talked with Furrtek briefly about this. From what I understand, he would not be creating a development kit. His interest is to produce a game and sell it on cartridges. These would not be writable cartridges, as he would want to protect his game code.

I recieved a RetroHQ Neogeo Pocket SD card today.

I registered long some time ago on their web site (when Thor gave us the link) and on 04-30-2018 I had an email asking if I was still interested. I replied a few days later and got the invoice.
The package was sent on 05-08-2018.
I've just taken delivery of one of the RetroHQ carts, it's a lovely thing with a nice easy to use onboard interface.
Nice to see my own stuff back on the small screen again
