I have cartridges like these, with the same color pen and handwriting. They are definitely cartridges from SNK, not replaced labels. Most of the ones I have, four I think, came from an SNK USA employee. One of them is Dynamite Slugger which never came out in the US. The last one I have can't recall where it came from. It may in fact have been a cart sent to a magazine for review. Let me dig through old emails to see if I can find where it came from.
I never dumped them, but I am 99% sure they are the same ROMs as the released versions from other regions.
EDIT - In regards to Japanese kiosk carts, I have a handful of those as well. I think saved a Japanese website I came across that had a listing of most of these. I will search my NGPC folder later and post if I find it.

Heya fellas!
Out of all those carts I dumped, the one that is the most interesting is Party Mail. It is definitely an early version. Run both roms side by side and you'll see what I mean.
