Hey swfcdan! That link has a .ups file in it. I just did a quick search, and I think this article sums it up fairly well.

Take a look at that or google something like
ROM patch ups
Translations (or other ROM hacks) like this are usually distributed as patches (often .ips or .ups files), so you need the original ROM file and the patch. You put them together and you get a new patched ROM file with the translation applied.

Hey, break. Nah, there hasn't been any updates in a LONG time. Best emulator? I dunno. I'd like to say that you should look into the Freeplay Zero (or Freeplay CM3) and RetroPie.
But, really, you have a lot of options. None of them are bad, I think. Whatever works, I guess.
