If it is always on from the very time you plugged it, that could just be the sign of a false contact between the compute module and its socket.

When I plug the dongle in, it will blink once and then the light turns off. It just stays steady. I don't think it's a false contact between the compute module and its socket. I accidentally bought 2 WiFi dongles and both of them do the same thing, and I get the same error for both of them so I don't think the dongles are faulty.
