I found the freeplayfbcp.cfg. Is there a benefit to setting the scaling there vs the boot/config.txt?
Yes. The values in the overscan settings will affect the HDMI output and therefore also the cloned LCD output.
The values in freeplayfbcp.cfg will not affect the HDMI output (so it can remain full screen), and it will only affect the LCD output. This way you can play "normally" on a HDMI TV and then still get the proper sizing on the LCD.
