I'm not sure. It's better to solder them on once the board is in place, AND you'd have to solder the board to the main board anyway.
Or, do you mean to ask if there will be an option to have this board pre-soldered to the main board. If things go well, I think that may become an option, but that will require some more testing and likely a new board revision.
