Exiting most emulators requires the hotkey (which is the PWR button). If there is something wrong with the PWR button, then it could act just as you've mentioned.
The part that throws me off is the dim green light you mentioned. That seems very odd.
Here's another thing to try.
Plug in a battery (but no other power). What do you see? Is the LED on, off, dim?
Tap the PWR button. Does the LED come on or go dim?
Hold the PWR button. Does the LED come on after a bit and then the machine boots all the way up?
Once in the main menu, press the START button. Then go to QUIT. I think the's an option for SHUTDOWN SYSTEM (or something like that). If you choose that, what happens? Does the software shut down? Does the LED go off after a while? Does the LED go dim after a while?
